There is a fine line between homelessness as a social issue, and criminal activity that is sometimes associated with the homeless. Some individuals are homeless because of substance abuse, mental illness, or both. Since the reasons for homelessness vary, there is not a “one size fits all” solution to help everyone who is homeless.
