The Community Development Department consists of 3 distinct and inter-connected functions of City government: the Planning Division, the Building Division, and the Economic Development and Housing Unit. The Department’s goal is to provide professional and technical services that will facilitate and develop Bakersfield’s reputation as a sustainable and thriving community that is a safe, desirable and diverse place to live.
The Community Development Department is a “one-stop-shop” that quickly connects residents and developers to the key services needed to facilitate quality development that creates a balanced and thriving community. The Department's goal is to support thoughtful growth and success for residents, businesses, employers, and visitors of the City of Bakersfield.
Community Development's Divisions:
The Planning Divisionprovides professional expertise, policy guidance, and administrative support on all planning and zoning issues for Bakersfield. This includes land use planning, zoning and land division services, including services required for environmental review of public and private projects. These services are provided consistent with the requirements of the California Government Code and the City’s adopted policies, ordinances and standards.
The Economic Development & Housing Unit promotes Economic Growth activities and administers the City’s U.S. Department of Housing and Urban Development (HUD) Entitlement Grant Programs and Housing programs. The Unit’s goal is to support activities that protect, improve, and diversify the local economy and provide improved housing for the community.
The Building Divisionissues ministerial permits for construction projects, provides inspection and plan check services for residential, commercial and industrial projects throughout the entire City, and provides Code Enforcement services for the community. These services are provided consistent with California building code requirements and the City’s adopted policies, ordinances and standards.
