1990 - 2000 Highlights
-
The Pilot Project begins with the collection of data
for four areas.
1. California - city and county locations with population;
2. Kern County - political boundaries (Congress, Assembly,
Supervisor, etc.);
3. Metro Area - sections, freeways, highways, and major street
centerlines, wards, precincts, and various districts;
4. Pilot Area - record parcels, assessor parcels, street features
(including utility locations, right of way, curb, gutter, etc.),
hazardous materials locations, permit activity, zoning, and
land-use.

The Base Map Project begins collecting parcel level data.
-
To date the control monuments, township lines, range lines,
sections and most of the street centerlines are complete.
Much work still remains on the canals, rail lines, and
river features.

GIS is used for reapportionment of the City's Ward Boundaries.
-
The Parcel database is now approximately 75% complete
(1996).

The Management Information Services Department creates
a GIS Services Division and hires a GIS Coordinator (1997).

Work begins on the conversion of the cadastre database
from GEO/SQL - AutoCAD - ORACLE to the ARC/INFO platform

The GIS Division develops an Implementation Plan in which
its strategic goals are outlined.

The COB road file is merged with Kern County Fire
road file to produce a road file with excellent addresses
(KCF) and excellent topology (COB). (1998)

The cadastre database from the City and Valley Wide
are joined to produce the first complete base map
of the City. Work begins on replacing the Valley
Wide areas with more accurate COGOed data (1998).

Four City Departments share the cost to purchase
a GPS receiver (1998).

LIBRARIAN is implemented as our cadastre database
manager. For the 1st time GIS users can access
a seamless cadastre parcel base. (1998)

The GIS Division links the cadastre database
to KIPS extracts residing in DB2 (1999).

The GIS Division updates the road file for

The GIS Division begins work on a Sewer

         1980 - 1990 Highlights
-
The Developmental Services and Public Works Departments jointly
develop the City's first GIS Needs Assessment document
-
The A task force of staff from Public Works, Planning,
Fire, Data Processing, Building and the City Manager's Office
propose purchasing MunMap from Generation 5. The funds appropriated
total approximately $55,000.
