Emergency Shelter Grant
What is ESG?
ESG is the Emergency Shelter Grant funded through HUD. It is designed to improve the quality of emergency shelters for the homeless; make available additional emergency shelters; meet the cost of operating such shelters; and provide essential social services, homeless prevention services, and other assistance to the homeless.
Who may apply?
Only nonprofit agencies that are 501(c)(3) corporations may apply and receive ESG funding.
What can the funds be used for?
ESG funds may be used to do major rehabilitation or conversion on buildings for use as emergency shelters for the homeless; pay for some operational costs of a shelter; provide new or expanded essential social services; and develop and implement homeless prevention activities. Funds may not be used to acquire property, build new facilities, or pay for administrative staff.
Are there requirements to match funds received?
Yes. All funds received by an agency must be matched with an equal amount of funds from another source. The match may be monetary or in the form of in-kind contributions such as donated material or volunteer services.
Is there a time limit for use of the funds?
Yes. The City must utilize all ESG funds within 24 months of the City/HUD agreement. Each successful applicant will be allowed 12 months to spend its allocation of funds. |
