The City of Bakersfield annually receives approximately $5.2 million in Community Development Block Grant (CDBG), Home Investment Partnership (HOME) and Emergency Shelter Grant (ESG) funds and would like your input on how these resources should be utilized over the next five years.
The U.S. Department of Housing and Urban Development (HUD) requires communities that receive these entitlement grants to complete a five-year consolidated plan process that identifies general areas of need in the community and how to address them, particularly in the areas of housing, economic, and community development.

What Is A Consolidated Plan?
The Consolidated Plan (ConPlan) is a five-year plan submitted to the U.S. Department of Housing and Urban Development which assesses a city’s housing and community development needs. The document is used to determine the entitlements a city may get to address needs such as affordable housing, funding for the operation of homeless shelters, neighborhood revitalization projects and other public services. Funds may come from programs such as HOME, CDBG, and ESG. A ConPlan considers recent housing trends, census data and more, but the most important aspect of the report is input directly from the community.
