With transportation one of his primary policy interests, Zack served on the National Surface Transportation Infrastructure Finance Commission, appointed by then House of Representatives Ways and Means Committee Chairman, former Congressman Bill Thomas.   The Commission was created by the 2005 federal highway bill, the Safe, Accountable, Flexible, and Efficient Transportation Equity Act - A Legacy for Users, to assess future federal highway and transit investment needs, evaluate the future of the federal Highway Trust Fund, and explore alternative funding and financing mechanisms for surface transportation.
